Help with Paint Shop Pro 7

I need help with PSP 7 - I have used this for years but today it stopped working with the flood fil tool! I need someone to remind me what I am doing wrong, I even tried opening a blank page drawing a line straight across and filling above the line only, but the flood fill covers the whole page although there are no gabs in my line. WHAT IS WRONG??
